an epithany

Bear with me as I try to explain this.

A government, any government, is like a body. The GS-1's thru GS-WHATEVER are the individual cells. They come and go but the body remains intact. Serving its prime purpose of perpetuating and protecting itself.

The non-elected, appointed people of the government are the underwear. Occasionally seen but ignored. Acting as a barrier between the body and the outer garments. Not really necessary but there to keep the outer garments clean when the body has problems.

Those outer garments. Well those are our elected officials. Not really needed by the body but put on display to show our moods and whims. And they are changed often and have little or no effect on the body itself. Conservative, liberal, stylish, dull. They come and go rapidly but the body goes on and on. Doing whatever it desires, regardless of what statement others might feel is implied by the clothing worn. The body itself could really care less.

We can elect whomever we want and others can be appointed to positions but the bureaucracy is going to do as it pleases. And no one will/can ever change that.
